National Elections and Nominations Board (NENB)
Establishment and Mandate
The National Elections and Nominations Board (NENB) is tasked with planning, organizing, and overseeing all Party elections and nominations. It is responsible for ensuring a transparent and fair election process within the Party, from the nomination of candidates to managing disputes arising from internal elections.
- The NENB comprises seven members appointed by the NEC.
- The Director of Elections & Campaigns and their deputy serve as ex-officio members.
- The Board includes a Chairperson, appointed by NEC on recommendation from the NAC, and the Director and Deputy Director of Elections & Campaigns.
- The composition ensures at least one-third gender representation.
- The Chairperson must meet the qualifications to be a judge under the Constitution of Kenya and adhere to Chapter Six of the Constitution.
- Board members should possess a degree and relevant experience in fields such as electoral matters, political science, management, law, finance, governance, and public administration.
- Board members serve a five-year term, renewable once.
- The Chairperson appoints a Deputy Chairperson at the first meeting of the Board.
- The Director of Elections & Campaigns serves as the Secretary of the Board.
- The NENB may create committees to support elections for presidential elections and in electoral areas like counties, constituencies, and wards. These committees are essential for ensuring fair elections at different levels.
- The NENB establishes National and County Appeals Tribunals to address disputes related to Party elections and nominations.
- These Tribunals must create comprehensive rules of procedure to ensure transparency, fairness, and timely resolution of disputes.
The NENB is responsible for:
- Conducting regular, free, fair, and transparent elections.
- Organizing and coordinating elections and nominations at various levels, including national, county, and sub-county.
- Vetting candidates for elections and appointments.
- Managing nomination fees and ensuring they are directed to the Party’s funds.
- The National Secretariat provides administrative support to the NENB, ensuring the effective execution of its duties.
- The NENB is required to hold annual meetings and submit reports to NEC.
- A quorum is achieved when at least half of the members are present, with decisions made by majority vote.
- In the event that the NENB is unable to perform its duties, the NEC assumes the powers and responsibilities of the Board.
